Assessing CBD Progress on Forests
 
Building on the experience of the NGOs and IPOs in monitoring progress in implementing the IPF proposals for action, the Global Forest Coalition (GFC) of NGOs and IPOs has launched a major project, co-ordinated by Fern, for the independent monitoring of the implementation of the CBD provisions on forests.
The goals of the project are to assess the progress made by parties to the CBD in implementing their forest-related CBD commitments and to develop and test a methodology for independent monitoring of international environmental agreements.
The implementation of the CBD by 23 selected countries is being assessed against a questionnaire carefully prepared to target forest-related issues. The questionnaire has been sent to the CBD national focal points in each of the selected countries. A locally based monitor in each country is co-ordinating the monitoring and preparing the national report. Government answers to the questionnaire have been submitted for peer review to other stakeholders including IPOs, NGOs, farmers' organisations, academics and industry. Analysis of the various inputs will result in national reports to be disseminated within each selected country.
The result of these national studies will be synthesised in a global report that will be presented at CBD COP6. The report will seek to identify lessons learnt, success stories, constraints and loopholes, and issue recommendations to improve the parties' implementation of their forest-related commitments under the CBD. The project will also result in a tested and replicable methodology for the independent monitoring of intergovernmental environmental agreements.
