Will Russia Ratify Kyoto?
 
The Kyoto Protocol will come into effect globally if Russia ratifies it, so the world waits with bated breath to see if President Putin and his government will ratify the climate change treaty. Russia has promised to ratify the protocol and had been widely expected to do so this year, but there are signs that the government is wavering. Russia stands to benefit from emissions trading by up to US$20 billion annually, plus it would gain kudos by showing leadership and allowing the much-troubled treaty to come into effect. Russian campaigners are seeking international support for their pro-Kyoto campaign.
